Steps to Correct Outlook 2010 opening only in safe mode after 12-09-2015 Updates.
(Be sure to close Outlook before performing these)

1. Open up Windows Updates.
2. Click on View Update History.
3. Click on link at top see Installed Updates.
4. Find the Microsoft Office Update with kb3114409 in ().
5. Click Uninstall.
6. Restart Outlook.
